Chocolate Fudge Oat Bars

In need of an easy dessert to take to a cookout??  This recipe was so easy and quite delicious.  The bars are almost gone and I only made them 3 days ago :)  Keep in mind people have been helping me eat them: me, Chris, my parents, and my parents friends.  On Saturday we went out to Lake Panorama with my parents and their friends for a little boating.  I was in charge of an appetizer and dessert.  For an appetizer I made Salsamole (of course) and I made these yummy bars for dessert.  Here's the recipe!

2 cups Whole Wheat Flour
2 cups Oats (quick or regular, doesn't matter)
3/4 cup Brown Sugar
1 tsp Baking Soda
1/2 tsp Salt
1/2 cup + 2-3 T Butter, melted
1ish cup Milk or Dark Chocolate Chips
1 can sweetened condensed milk

Combing flour and oats in a large boat.  Add brown sugar, baking soda, and salt.  Mix Well.

Melt all the butter but 1 T, add to oat and flour mixture until clumpy.  Save 1 heaping cup of this mixture for later.  Press the remaining mixture in a 9x13 pan.  Press down using the bottom of a class. 
In a microwaveable bowl, melt the last 1 T of butter, milk, and chocolate chips together.  Melt in 30 second intervals, stir after each interval.  It takes about 2 minutes total.  Pour melted chocolate over the top of the flour/oat crust.  Spread evenly to cover the entire crust.  

Gently sprinkle the remaining heaping 1 cup of oat mixture over the fudge layer.  Press the layer lightly with your hands so that the topping sinks into the crust.

Bake at 350 degrees for 22 minutes, or until the top is lightly brown.
